TerraWater’s Response to RTE’s 2025 Forecast Report Consultation
As part of the public consultation launched by RTE (France’s electricity transmission system operator) for the preparation of its upcoming 2025 Forecast Report, the TerraWater Institute submitted a detailed response offering a technical perspective on the proposed scenarios and underlying assumptions.
Our contribution highlights in particular:

The need to revise upward the medium-term nuclear generation capacity;

The strategic importance of developing Pumped Storage Plant (PSP);

The economic and systemic limitations of large-scale solar PV deployment without proper integration measures;

The necessity for a cautious interpretation of European decarbonization pathways, especially those of Germany and the United Kingdom.
